Hard Talk: Can Mexico win the war against drugs?

Alejandro Poiré, recently appointed interior minister, former security affairs spokesperson for the Mexican government and head of the national intelligence agency, argues that YES, by working with Mexican civil society and reforming the police force, Mexico can win the war against drugs.

José Merino, professor of political science at Instituto Tecnológico Autónomo de México, argues that NO, because the battle against narcotics traffickers has undermined exactly what is needed to win this war: the rule of law.
