Proceso, 9/8/12
In Veracruz a group called the Husteca Civil Guard ( “Comando Civil de Defensa de Tantoyuca y Platón Sánchez: Guardia Civil Huasteca”) has taken up arms in defense against the organized criminals who they say have taken control of Veracruz. The group says that attacks on innocents have increased, and that they are concerned that their children will join the criminals. They say that the law recognizes their right to defend themselves, and ask that the government help them by providing weapons and training, since they are unable to purchase weapons due to firearms difficulty to obtain in Mexico.
