She explains that the low numbers of voters who registered from abroad is a reflection of the apathy that many Mexicans feel toward the electoral system and politics in general. Estévez argues that the vote of Mexicans abroad will not be a decisive factor in the July 1st elections and explains the reasons for this at length.
